A delivery has been late for months and each area proves, with data, that the fault lies with the other. At another company, the same number gets a different explanation depending on who answers. Neither one belongs to anyone. They sit for years: taking one on is work and the credit never shows.
Each specialist answered the question that was theirs, and answered it well. What is left is the part between one answer and the next, the part no one thought to ask. That is the matter.
Much of what gets called a hard problem is a badly framed question, repeated with discipline. Reframing the question decides the rest.
